I have been using that bag idea with my two boys' toys (they are almost 1 and 2). It works really well for me. If I remember correctly, the lady in the book said that she would divide up her son(?)'s toys into 7 bags, equally, so he would have a different selection every day, and therefore not get bored as easily.
I put mine in shelves, and it works okay, although I would prefer hooks.
