You mentioned your walls are concrete. You can put up a long 6" wide and 12ft long, 1" thick board like we did in our garage for coats etc. and then drill brass hooks in it after it's painted. You should be able to use a masonry drill and mason screws to put them up. Ask at a hardware supply store. Another thought is to check on self adhesive hooks, check again at the hardware store, some of them are quite sturdy. Actually the bags could even be in the cubicals you mentioned, since they are tied in a knot the kids still can't open them without you there to follow through. Good luck!
